Did you already try to create new istance at kingsmarch waypoint? Just in case, go kingsmarch use waypoint then highlight bugged location and hold interact to create new istance. |

I tried everything in the game and it didn't work, but then I went to town from the character selection screen, finished the level again, and it fixed the problem.
