Bug unable to Activate Spirit Skills on Both Weapon Sets (POE2)

I am currently experiencing an issue where I cannot activate Spirit-reserved skills on both weapon sets.
The skills involved are:

Cast on Critical
Feral Invocation

I tested this by removing all other skills and equipping only one Spirit-using skill at a time.

Case 1: Cast on Critical (with Comet)

On Weapon Set 1, I can successfully activate Cast on Critical with Comet.
However, when I switch to Weapon Set 2, I cannot activate Cast on Critical.
I tried disabling the skill on Weapon Set 1 first, but I still cannot activate it on Weapon Set 2.
I also tried moving the same weapon from Set 1 to Set 2, but it still cannot be activated.
Even when using no weapons on both sets (bare hands), the skill can only be activated on Weapon Set 1, never on Set 2.
I also tried replacing Comet with other skills, but the result is the same.

Conclusion:
No matter what I try, Cast on Critical can only be activated on Weapon Set 1 and never on Weapon Set 2.

Case 2: Feral Invocation (with Cross Slash)
The weapon used is a Talisman, assigned to both Weapon Set 1 and Weapon Set 2.
In this case, Feral Invocation cannot be activated on Weapon Set 1, but can be activated on Weapon Set 2.
I tested changing the skill socketed in the gem, but Weapon Set 1 still cannot activate it.
I also tested using two different Talismans and swapping them between Weapon Set 1 and Weapon Set 2.
The result remains the same: Weapon Set 1 cannot activate the skill.

Conclusion:
No matter what I try, Feral Invocation can only be activated on Weapon Set 2 and never on Weapon Set 1.





Summary
In both cases, one skill can only be activated on Weapon Set 1, while the other can only be activated on Weapon Set 2.
I have tested this with only the minimum required equipment.
I have also partially reset my Skill Tree to verify whether passives were causing the issue.

This issue is blocking my gameplay progress.
Please help investigate what might be causing this problem.
