It looks like you're playing in a new private league, and thus running into a somewhat common early-league issue.

You can't use yellow missions before clearing a yellow-tier map, and you can't use red missions before clearing a red-tier map.



There is technically a message explaining this...but you can't see it unless you have missions you can run so you can open the interface.

This generally wasn't an issue in the past, aside from Standard maybe. Starting with the Mercenary league (I think), they started rewarding Kirac missions along with other rewards from the free side of the Vault Pass. If you do the bonus objectives for most white-tier maps, you can get yellow missions before clearing yellow-tier maps.
