Incinerate doesn't do damage nor compound if there's an ignite already present on the target

At first I though it's an issue with some support gem hence initially I titled the thread as a bug with persistent ground support, but eventually came to the conclusion that Incinerate simply doesn't work against targets that are already ignited by a different source, which is honestly some total bull

As if it wasn't enough that this skill used by no-one has been gutted on multiple fronts whilst multiple faceroll/broken builds have been barely touched since 0.2 or even 0.1. No, now as it turns out you can't even make use of Incinerate, the premier fire and ignite spell, on a fire and ignite build. Are we supposed to be using it as a finisher on some piano elementalist as our only fire spell or what's the vision here?

Bonus points for trying to use it as an Infernalist. If it's not the Pyromantic Pact preventing you from generating fuel for Incinerate entirely, then Bringer of Flame will make sure that you ignite enemies with just about anything thus preventing Incinerate from dealing already mediocre damage in that miserable up to 5 seconds you are even allowed to use it. 10/10 very on theme for the Fire And Ignite Ascendancy to arbitrarily make Incinerate useless in not just one but two! different ways.
