The area effect of Righteous Fire does not change by weapon implicit.

For some reason, my RF changes its area when I am using my (+AOE/quality implicit) weapon, but only without increased/concentrated AOE gem.

With AOE gem, the weapon's implicit seams effectless (see under).

If I understand it well, +7% AOE should increase the AOE of a 2.6m base AOE skill at least by 0.1m, even with the rounding.

Area of effect has breakpoints and that means 7% was not enough to reach the next breakpoint. By using area of effect or conc, you are putting yourself within 7% AoE of a breakpoint, thus you see an impact.

Importing your character as is now into PoB, you're at:
2.7m base (levels increases the base)
71% increased -> 1.3 actual modifier
3.5m actual

9% area is the next breakpoint, which is why 7% is not enough.
And the last breakpoint before was 3%.

The math reason being you add your increases together and then square root. Not a direct multiplication. So it would be 71 + 7, take the square root, still 2% aoe short of breakpoint.
