Redflare Condiut charge generation bug

TLDR: When using Redflare Condiut to generate charges while simultaneously having Maligaro's Virtuosity equipped the charge generation will stop whenever entering a new instance or randomly when inside an instance.

Background
First off I have the passive keystone Resonance allocated and I have been using the unique body armour Redflare Condiut corrupted with cultivation orb for the effect:
-Gain a power charge every second if you havnt lost power charges recently

After i picked up the following passive nodes the bug started appearing:
-Armour if consumed endurance charges
-Grit

The bug
I have to unequip and reequip the armour in every new zone I enter for it to start generating charges.

Update 1
I noticed that the bug can occur whenever im in a "map" as well. Meaning that I might have to unequip and reequip the body armour mid fights to start generating charges again.

Update 2
Ok it seems the bug is not caused due to the passive tree skill points I allocated but rather it only seems to occur when i also have the unique gloves Maligaro's Virtuosity equipped.
