Freezing Tulgraft not working

Title. Freezing Tulgraft seems to not activate falling crystals. I've tested with skitterbots, animated guardian with expedition's end, and various cold spells like vortex, frostblink and ice spear, and I can't seem to have the graft activate.

I might be doing something wrong, but I'm pretty sure just skitterbots alone used to work.
