Getting knocked out of Flame Breath sometimes prevents you from using skills

I'll get knocked out of flame breath and sometimes the only thing I can do is walk and dodge around. Eventually it fixes itself, and it doesn't always happen, and there doesn't seem to be anything to do besides wait it out when it does happen.
