Spectral Volley behaviour with skills given cooldowns, Twister with Caltrops still bugged

1. If you insert Spectral Volley into a projectile spear skill and give that skill cooldown (e. g. by inserting Nova Projectiles II suport), it produces the following:
-The initial attack projectiles fire as normal, however the Spectral Projectiles won't fire if after the delay the skill is still on cooldown.
-If in addition to the above you give the skill additional cooldown uses (e. g. Second Wind III), the Spectral Projectiles fire as normal if you have at least 1 available cooldown use of the skill. Thus retriggered attack does not consume any remaining cooldown uses however.

Expected behaviour:
-If a skill that has a cooldown is supported by Spectral Volley, the spectral projectiles will fire whether the skill still is or isn't on cooldown when the 3 second delay elapses, whether it does or doesn't have additional cooldown uses that are or aren't recharged and available, and without consuming additional cooldown uses.

Tested on Twister and innate Spear Throw skill gems.

2. Caltrops support gem used alongside Twister still produces inconsistent/unexpected results (last reported during Rise of the Abyssal league). It can be said that about 99% of the time it doesn't work depending on whether the current caltrops interaction with twister is intentional.

Twister is unique in the fact that its "projectiles" don't reach the end of their flight as other skills' projectiles would - whether by hitting an inanimate obstacle, by exploding, or by hitting an enemy without piercing, chaining, forking, or splitting. All such interactions constitute an impact, as per the second tab of the Caltrops support gem tooltip:

Twisters are tagged as projectiles for the purpose of scaling and synergies with support gems, however they are anything but. More accurate way to describe them would be
Player-created objects which, unlike most projectiles:
-move erratically, with no unit collision except for bouncing off walls and other pieces of environment,
-constantly deal projectile attack hit damage within an area of effect no more than once every 0.66s per target (categorized as a hit in contrast to Tornado primal skill explicitly dealing Damage over Time),
-have a duration

Given that we are not prevented from supporting Twister with Caltrops, what I initially expected is for each twister to create a Caltrop projectile hazard upon hitting a wall, and when that was not the case then at least upon expiry, the only other thing that could fall under "reaching the end of their flight".
Upon discovering the additional wording specifically the word "impact", it is apparent that the only intended way to trigger caltrops is the former. No super short duration twisters producing a hazardous LEGO carpet.

The option to have Caltrops support Twister is most likely not even intended, let alone tested. Because while twisters are able to produce an "impact" by bouncing off environment, only a small fraction of those impact-like instances even create a caltrop. One way to increase the chance of twisters creating caltrops is to throw them out into a very tight nook so that they bounce many times repeatedly.
My only guess as to what makes it only sometimes work yet can be influenced in the way described above, is that a twister needs to hit an object at a very specific angle to trigger some sort of internal impact flag.
Bouncing between a closely placed couple of Large Forest Trees 3, a Maraketh Barricade 1, and a Maraketh Fire Pot 2 in my hideout produce some good results.
Not every area of every map is composed of closely placed Large Forest Trees 3, Maraketh Barricades 1 and Maraketh Fire Pots 2 however, therefore please fix this interaction or disable that bait of a support from being used with this skill.
