Vaal Temple

Two things on the Vaal Temple.

First I was level 36 and was at my approx. level for the area. I could not add any rooms or paths. There were no open slot options for any of the choices.

Second, why in the hell does the regal and exalted stations say the item is too high level to upgrade? I am wearing it and the temple is supposed to be at my current level. Also, there was no option to Take the Exalted or Regal gem.
