stat requirements not met

Got a chest piece in red that says "stat requirements not met" and a pair crafted boots both in red. I ended up using the free passive reset in case it was that, nothing changed. I have triple checked stats and everything, it should be fine. I took all gear off and back on to see if that worked, it did not. I took chest piece off, relogged a diff char with all requirements to wear it and it went red stat requirements not met on that char. also. Seems item specific. but I'm not sure what else to try. Any help is appreciated. Those 2 pieces of course we fine last time I played. Hope I didn't miss any info needed.

Do they have a multiple of a rune or augment that are limited to 1?

so boots have 2 Farrul rune of chase which i thought was ok unless they changed it.

the armour has 2 Greatwolfs rune of willpower

and i have a cap also i just noticed has same issue as the other 2 pieces that has 2 soul core of convalescence in it.

Is every rune/soul core limited to 1 now or only a few?
