Hey GGG, WARCRIES are for Warrior or Mage?

Can someone explain why the best way to scale damage for Seismic Cry is by using a wand, which forces a warrior to stack a large amount of Intelligence?

The key affix on wands is “gain % of damage as extra elemental damage”, and this is what actually boosts Seismic Cry’s damage.

Is this design intentional — for example, with the idea that similar affixes will later be available on swords, axes, or flails that won’t require so much Intelligence — or is this simply a design mistake?

You do have The Vertex helmet with makes equipment have no attribute requirements. Seismic Cry isn't tied to melee weapons, so yeah, if you want to spam cries on a meme build why not? From everything I've seen, using other melee skills in conjunction with warcries performs better than just scaling a warcry. With reduced attribute requirements, having 100 or so int along with scaling strength isn't a huge deal at endgame. My plant bear druid has around 150 str and 130 for a strength spirit gem and a staff.
