Slow effect stays on during mapping

During random moments ingame mapping,
I seldom get permanent slow action speed on my character.
And I return to my normal action speed after I DIE.
I do not have any slow debuff icons or anything.

Happened a few time during this league.
I can't pinpoint explain it because I have no idea what the hell it's coming from.
Chill mod from tablet just staying on even while im not on chill ground after i leave chill ground? something....
I have rondel unique amulet. is it not registering the amulet action speed mod randomly??
who knows. please dev , find out what this random slowed character effect is please

Some people think it's related to rolling while slowed. I've only experienced it once, but apparently leaving the map and coming back might fix it?

Just FYI this also happens if you cast Ritual Sacrifice (Ritualist) while on Chilled Zone.
