Conditional effects and condition check - what comes first?

How does checking for conditional effects work? Is it happened before or after such condition beenig applyed?
Is it depends on the different attacks/spells or the type of aliment? Example: Condition - Deal 20% increased damage to ignited enemies. Enemy unit is currently not ignited. Attack enemy unit once with attack that ignites the unit. Stated Attack deals 100 damage by default and have no other modifiers. How much damage such attack does? 100 or 120 ? Does attack that couses ignite on the enemy is itself counted as attack done to ignited enemy? TL;DR

A live example where such mechanic detail might be important is long performed attacks like Perfect Strike
or combination of any_Attack+Cast_on_Aliment+Snap For Perfect strike like skills it is simply matter of damage done For any_Attack+Cast_on_Aliment+Snap it may be game changing. Thus if player attacks, constantly applyes aliment(like shock) and then constantly removes it (via activated Snap). - This mechanic will dramatically change damage output.
