My Interludes Never level up and stay behind my level on every character run

On all of the characters I have leveled through interludes, I notice this league that my interlude areas will always stay the same first encountered level, and this level is ALWAYS under my level. They refuse to match my level and ever increase until I'm DONE. I level up, complete side AND main quests, make new instances like the advice I read to, and my areas are still the same level below me. Unlike in base campaign where the next area is always guaranteed +1 from the last.

IE: When I first entered Kriar interlude I was 58, it was 56. It stayed 56 after I complete the entire act, having gained another level and completed all its quests. I even came back in new instance to see if it would go up and it didn't. Whats more frustrating is I have hopped through public groups, and I have noticed that often some people higher than me have higher level zones at their level! But I also have leveled up higher around their level on other characters, yet still have the same issue of my zones being stuck behind me.

I have only noticed for instance, the level stuck zones level up.. after I have moved on to next act and finished them. I moved onto to Glade Interlude, and only after completing Stone of Serle did Glade Interlude level up, and only to 58, when I am 59. The zones level only scales after I am completely done with them and have moved on and the current scaling model feels completely broken and pointless.

The Interlude consists of three sub-sections across three regions. These areas can be visited in any order and area levels will permanently scale with progress across the three interludes based on the number of bosses killed in the other two interludes, excluding the penultimate bosses (Sigbert/Godwin and Stormgore). This results in +8 to area level by the end of the interludes.
