Cannot place Prosthetic Research next to Barracks

I am unable to place a Prosthetic Research room down next to a Barracks to continue my chain. I can't figure out how to get an image or screenshot in here. Temple start path -> Golem Works -> Smithy -> Armoury -> Barracks -> want to put Prosthetic Research to convert the Barracks to Transcendent Barracks. I can place a Spymaster there, so what is the difference?

Temple building is extremely frustrating when connections sometimes work and sometimes dont without any mechanism to figure out why it isnt working. It works fine in the Atziri Temple planner everyone is using.
