Stormweaver - Mana Remnants

Right after the patch, my mana remnants stopped spawning, Blasphemy stopped working and my damage doesn't scale. I went from a staff with +3 levels to all spell skills to a staff with +5 to all spell skills with double the spell damage but there has been no difference in my damage output. Quite frustrating! I'm currently stuck at the end of Act 4 and these bugs are preventing me from advancing.
