The Prisoner Death Not Spawning the Dark One

Hi, I'm leveling a buddy through campaign as we speak and we just killed the Prisoner in the Solitary Confinement, but the Dark on doesn't spawn in to complete the quest.
Did it a second time with the same result, shortly after the first.
