Rite of Passage no longer spawning soirits

I've just tried using 3 different rite if passage charms, primate, boar,and owl and the soirits are no longer being summoned on use. When I used to run primate by the end of the map there were hundreds of them around .now,no owls (and no tornados} no primates, and no boars. The buff is working at least on owl because I can see my energy shield go up,but that's all.
