Shadow shaping implicits not appearing in many circumstances

Currently, Special map implicit modifiers from shadow shaping appear only on non-guardian non-originator t16 maps. Considering the wording, and that singular focus affects all other map drops (making guardian and originator maps only drop favoured layouts), there is no reason as to why those maps shouldn't drop with a shadow shaping implicit as well. In case of t17, it makes sense that the implicit is lost on conversion, but I don't think the other maps listed have a reason as to why they can't drop with a shadow shaping implicit, especially considering guardian originator maps don't seem to have a problem dropping.
