Which is better depends.

If you play something which gets killed very easily Automation may be better. Or if you face individual hits such as in some boss fights maybe Automation may be better. Or if the objective is to reduce incoming damage and not to prevent death Automation can be better.

However in HC IMO cwdt is typically better as it has much better "potential uptime" when you need it against burst damage. You dont need it to be up when you wouldnt RIP anyway. And in this case overall uptime is bad as overall uptime implies downtime(cooldown). The relevant perspective there is that you want as little downtime as possible for it to be ready when you need it against unexpected burst damage.

so it could make sense to switch cwdt to automation at least for ubers and such.

And when used against burst, a lower level for easier procs could be better i assume.

confusing, but ultimately correct.

Automation results in far greater uptime, especially if you don't get hit often. But CWDT results in "better" uptime. Along with better endurance charge management.

People will generally only automate IC if they are regularly doing densely populated juiced content.
