Howlcrack + Whispers of Infinity

Could I please have clear guidance on the intended interaction between Howlcrack, Whispers of Infinity, and Chaos Inoculation?

It had previously worked back in Mercenaries League, and then without changes to patch notes suddenly stopped?

(by stopped working I mean the +15% from howlcrack now is scaled off of your total energy shield instead of life)

The straightforward interaction would be that howlcrack's base life cost would continue to only affect life when under chaos inoculation and WoI (+15% of 1 life). Allowing for full use with Corrupting Cry.
