Why did they nerf Frenzy Charge generation?

I wanted to make a build using bleed/poison with Spiral Volley. I had a nifty idea to do a Spiral Volley/Spear Throw build, since both would use Frenzy charges to buff themselves for big dots.
I go and tinker away at it and find that Combat Frenzy got nerfed a bit ago to have 3x the cooldown. I stopped playing until 0.4 so I missed why they decided to neuter this ability, but ok..... let me look at Resonance. Fine, I see that you can do armor break for endurance charge gen, which would work fine on trash mobs. Not ideal and annoying pathing, but ok. But then I'm stuck on bosses with no way to generate Frenzy really easily. I took a break for 2 leagues and come back and the exact same caster abilities are super strong, melee is still pretty bad for the most part, and it seems that unless you want to play Spark, most other builds just get their knees cut out from them. This is not fun. Making a build should feel more intuitive than this, rather than desperately trying to find a way to make the skills you put in the game actually work. There is no reason there should be that many Frenzy Charge consuming abilities without an easy way to generate Frenzy Charges that fits with the archetype of the build you're creating. Having nifty out of the box ideas that create builds people wouldn't think of is awesome, but it shouldn't feel like 90% of the skills you have released require you to do that. Even more than POE1, it feels like POE2 is being designed to be frustrating to most players and make it feel bad to try to create anything that isn't just copied from a streamer. There is some tech to get instant Endurance Charges, which can be converted to Frenzy Charges with the Resonance keystone.
You have to do a few things: - Talisman on weapon swap with Ferocious Roar skill - Support it with Raging Cry and Enraged Warcry - Get or anoint Roaring Cries notable on bottom left of the skill tree. You can use the 24 weapon swap passives to travel there. This will give you Endurance Charges even if no enemies are around, with no cooldown. Resonance keystone will change it to Frenzy Charges. Yea I am aware of it. I use that on my melee builds. The issue is that it requires a talisman on weapon swap and I was doing a Spear/Bow build that just doesn't work for that.
I guess my biggest issue is that they made so many skills that require Frenzy Charges to feel good, but keep nerfing any of the ways to get Frenzy Charges. Either remove the Frenzy interaction from most skills (and buff them to compensate), or make Charges less of a convoluted mess to maintain. |

dots would benefit a lot from crit hits too so if you manage a decent crit chance you can generate frenzy charges without resonance and combat frenzy, only need sniper mark.

why they didnt add as modifire on rings or amulets, +1 to minimum charges. |
