Adjusting passive point quantity in POE2 in Private League future possibility?

Sorry if this has been asked before. I looked through the pages but couldn't find it.
I'd love it if there were private servers that could offer modded versions of POE2. The number one mod would simply be different restrictions on passive points.
It is a TON of fun trying to make builds work with a restricted number of passive points. It would also be A LOT of fun to mess with the number of points allowed.
200 points, 400 points, 1000 points! I mean, it'd just be really interesting to have those different options available to experiment with.
I'm fine with giving up trade, leaderboards, and anything else in the online community.
Thoughts on if this could ever work?
