Does Persecution(+10% to Critical Strike Chance of Herald Skills) not apply to Agony Crawlers and Sentinels of Purity(Herald of Agony & Herald of Purity)?

It doesn't. There are two branches leading to Apocalypse. Scourge is for minion-related heralds and Persecution is for heralds that deal damage in a more direct way.
