Concept idea: Create a modifier that allows only your first skill to have increased skill speed.

Concept: First skill used has % increased skill speed.

Potential balance = skill/atk speed is reduced by % after first skill.

Why would you take this modifier over regular % increased skill/atk speed = "First Skill used has increased skill speed" would have a higher modifier value than regular % increasased skill/atk speed.

When it would be useful:
- Skills that are essentially a "set up" skill. Eg. Monk bell, shield wall, frost wall, warcry, mark,
- One shot builds where you want to do all your damage on one hit

This would also open up the possibility of using more than "one-button" builds. Why? The issue right now is that in the endgame, it's mostly about killing the swarming mobs as quickly as possible before you get overwhelmed. The game currently encourages you to do as much damage as quickly as possible. It leaves no time for these set up skills, if you increase the skill speed to those, you open up the ability to chain that set up skill quickly before you get swarmed.

On the flipside, this also opens up the ability to fully invest in your first shot and enable the one-shot builds for people who like to play that way.

In practice:
With this potential modifier, as a warrior imagine you set up earthquake with pure stun supports. You can quickly use earthquake to engage, stun the enemies, and while they're stunned, you can fire off your other skills.
