Unopenable Mao Kun through Kirac mission

The Mao Kun map seems to be unopenable through a Kirac Mission for me. Giving me the "Activation Failed. Unable to open portals to this map" Error.

It doesn't work through normal open either, so I can't get my 115/115 GGG fix please
