XP loss on death in Campaign Temples

I am currently in ACT 4 Interludes and am losing experience on death in temples, I understand this is normal in endgame, but I am not in endgame currently. Is this a know bug or is this by design? this is my 4th league and I've never lost xp in campaign. any help is greatly appreciated, this makes me not really want to play so much right now
