Is knocked down after blink a bug or intended?

After you blink there's a short period of time where you're considered sprinting.
Has GGG confirmed that this is either a bug or actually intended behavior? I know a lot of people in the community consider it a bug, but I haven't seen a confirmation from their side. Regardless, is there any legitimate way to fix it if it's considered a bug? If not, I'd really like to see sprint and blink able to be bound to different keybinds at least. I pretty much sure that it's intentional design to make Blink worse.
