Resistance -60% without any item

Recently i woundering why my elemental resistance is so low even if all of items were gathered for this goal and tried to do an experiment to wear off evr. So here are my stats - fire and ice -60% storm - 50% chaos 0%, what is going on? Are those basic resistances or only i have such ? I marked that i can be killed with one skill from not very powerfull monster. Is it a bug? Please help with it...

This is normal. There is a resistance penalty as you progress through the campaign and interlude.

Look also at Resistance: Elemental resistance penalties.

But it seems you haven't taken all quests/bosses which give additional +10% elemental resistances: Resistance: Quest rewards (same link as above, only one section below :-).
