staggering palm/killing palm explained

Hello people,

got a quick question related to the two skills mentioned in the title - staggering palm and killing palm.

In the description it says it will dash to additional valid targets.
what exactly does that mean, cause it seems to me it sometimes does it and sometimes it doesnt.

im leveling a new char right now thatswhy im asking, cause sometimes it literally ports me around like 10 times and i make around 2 screens of distance and sometimes nothing happens.

so what exactly does "valid targets" mean or is this a generally unstable thing?

like when it ports to dudes one screen away i didnt hit these guys before, they were not primed for stun or anything, it just goes off.

same with killing palm, even if theyre not primed for insta kill sometimes it just ports to additional mobs and sometimes it doesnt.

maybe someone can explain pls.
