OK.. WTF is this game (Harvest edition)

I just did a harvest encounter within a T14 map. 4 crops each with at least one T3 plant. Dropped absolutely no harvest rewards... is that because I have the atlas passive selected where no harvest can show up, but in this case I ran a map that forces one to spawn? How dumb

Refiners bargain atlas keystone passive probably.

And if you are on Phrecia there are idols that do the same thing as the refiners bargain that you probably have.
