Can you make delerium drop ilvl 84+ cluster jewels

A lot of the best cluster jewel mods are locked behind being ilvl 84 and as i understand the main source of these came from t17 maps.

Can you Either lower the mods to being ilvl 83 or give us an easier way to get ilvl 84 cluster jewels in game? Maybe making the last few level of Simulacrum always drop ilvl 84 cluster jewels or something?
