Add Bloodline version of Forbidden Jewel

Reliquarian seems to be the only ascendancy that is locked out of combining max notable cap and a bloodline.

Any other ascendancy can spec 6 points into its ascendancy, forbidden the 4th notable and spec 2 points in bloodline. There is no option to forbidden the last notable in Reliquarian to also access a bloodline.

Therefore, can we get access to bloodline jewels that could be farmed in the same content you would get the tree from?
