Shockwave totem of Authority

Why?

My fault for not reading the text properly.

Why would I want totems to cast skills on me. THE WHOLE POINT OF TOTEMS IS TO AVOID BEING IN CLOSE COMBAT.

How about changing it so this shockwave totem casts on targets as if you were wearing an astral projector?
Wouldn't that be something.
Shockwave totem is not even a broken skill or anything even if this change would be implemented.

What was the train of thought here? Can someone explain.
