% evasion decreases when levelling up

I play a pure evasion ranger (lvl 60)and have noticed than my evasion percentage decreases each time I level up. This keeps me attributing passive skill points to evasion instead of improving other characteristics. Please explain!
The enemies at your level have a higher accuracy than your previous level. If their accuracy is higher, your evasion has to go up to compensate.

You are not supposed to put more points into passive points to keep up but make sure you equipment is up to monsters levels. Putting more points into passives with equal level equipment as monster levels should give you a bigger evasion %.

Your explanation makes sense indeed. However, as the monsters deliver more dmg AND your evasion decreases this kind of multiplies the handicap. The armor % of dmg reduction should also decrease with leveling, does it?

Armors works exactly the same, the reduction of damage is based on the average damage the mobs at your level would dish out.

This is also reflected in the character panel %estimated damage reduction

Evasion does not directly translate into a flat % chance to evade. Evasion is tested against the accuracy of the attacker, to determine chance to hit for an attack. Against an attacker with high accuracy, you'll be more likely to be hit despite your evasion not changing.
The character panel shows your estimated chance to evade against an average accuracy for a monster of your level.
None of your stats go down, but when you level up, the average accuracy for a monster of your level increases. If you don't increase your evasion rating to compensate, you'll have lower estimated chance to evade, since it's not estimating against a higher accuracy.

So, my evasion RATING is rolled against the accuracy RATING of any monster to determine if I have been hit. The % chance to evade is only an indication of the outcome against an average monster of my level. It follows then, that when I level to, say, 61, the odds I evade a lvl 60 monster are still the same than before leveling.

Yes, though actually technically a wee bit higher, as you get +3 evasion each time you level up.
