Switch to ele hit when You get the 2x combat focus, You wont be faster than with arc before that.
I had good success with Ele hit + RAT + weapon elemental damage + GMP, if You get a 5 link go with +2 totems, it makes things smoother IMO.
It is a good starter and budget friendly, but not for complete newbies.
It's good because You can level to maps and beyond as arc totem hiero who doesn't need ANY gear. Damage is decent enough even without damage nodes, or You can just respec later. Also, the gear needed to get started is relatively cheap - 2 combat focus jewels, skirmish, quill rain or chinsol and You're good to go. Everything else is gravy. Don't even need the rain of splinters, can just use GMP in a 5-link until You get some currency.
And the level of currency is easy to get if You know what to do. Skirmish, Quill rain, 2x combat focus - that's like 20 c or so, You can easily scrounge that up with chaos recipe in one or two hours of early maps or even blood aqueducts.
For a comparison, I was on tier 3 maps yesterday evening, I'm up to tier 9 now. Putting my currency into map completion instead of gear. I have a frostferno that I bought for 50 c, a chinsol for 3c, everything else is selffound. I get oneshot in tier 9 maps on strong syndicates sometimes, but hey, its totems, I can cheese everything if I am careful. I don't even wear a proper armor piece, I'm using Dialla's Malefaction to level a total of 10 ele hits for vaaling. By the time they'll reach lvl 20, I'll probably have enough currency saved up to buy a kaom's.

Hey man I took a look at your character and I think I might be able to help a little.
First off you are correct this is not a great starter especially for a newer player. You will need a lot of patience in order to get this build running, but trust me it is very strong and each item you acquire will give you a very noticeable power increase. Once you have the basics + Frostferno you will crush maps with ease.
The survivability of this build relies on #1: your totems taking aggro and you being nowhere near the enemy/dodging abilities - always be moving or casting totems, #2: evasion+life combo: This build has very good evasion and dodge chance, but it is useless without the life to back it up. I notice a lot of your rares have very low life rolls. Try to pickup and id rares and you will very quickly find replacements, or spend a few alchs or chaos on cheap rares. Aim for 60+ life in all slots that have rares. You don't need to buy your endgame rares right now you just need to get a good life base (and keep your resistances in mind). #3: optional defenses: grace aura and enfeeble are very good defensive layers and I used them all throughout leveling and into white tier maps. Once I had all jewels I switched to flammability, and I did not start using haste until I got frostferno since. Also the creator of this guide has a post on page 41 with a few more tips for surviving.
I also recommend getting a cheaper focus jewel because at your level the difference between even a 10% and 15% jewel is not going to matter. You can pickup 15% jewels when you have more currency and they are cheaper.

I think this is a great budget friendly league starter as stated by OP, but easier for an experienced player. He never said it is friendly for players new to the game.
Generally for newer players probably builds that rely more on rares rather than uniques are easier to get going.
You just need some experience in generating currency for it to be easy as a league starter, for example I didn't have that much time to play since league launch so still leveling and only at act8, but already using chin sol, rain of splinters, both combat focus jewels (both 15%), gang's momentum and skirmish. All of it together cost only about 25-27c, which can be generated while leveling with some trading action

This is not a great build to aim for as a starter =)
However, it is very easy and cheap to simply go the same Ascendancy and use either Arc or Glacial Cascade Totems(or w/e you prefer) on a different skill tree, with only rares. Very very cheap to gear, and will easily work into early red maps with average rares. You can then comfortably farm for the currency to transition. That's how i'm doing it =)
I would second this. I started the league as an Arc trap sabo build and used it to generate about 4ex worth of currency, just through drops and crafting. Now that I've hit a wall with that build at T13 maps (it's a glass cannon, either I oneshot everything or everything oneshots me), I'm rerolling into this build with the currency I generated.
iSh3k's recommendation to level as arc or glacial cascade totems is good, I personally would recommend Arc as it has a bit more clear over GC in my experience, and the faster you can clear, the more currency you can farm. Either doing arc totems, or following an arc trap guide for another character (Angry Roleplayer's is a good one) would be a good idea, as both do bonkers damage with minimal investment.

Thinking about trying this build as my second char this league. Seen a lot of talk about Chin Sol vs Quill Rain.
My take on this would be to use both. QR for clearing and then just press "x" and swap to Chin Sol for bosses. Wouldn't that make the most sense?

best to use is all unidentified item set ilvl 60 +, so vendor 2 rings 1 amulet 1 belt, gloves, body armour, helmet, boots and 2 1h weapon or 1 2h weapon or 1h weapon and shield. Also getting the tabula cards there is useful.

I guess it would have been shield only anyway.
I'm only at yellow maps but multi totem support feels like a waste. 2 Totems are usually enough to clear the whole screen and switching to elemental damage for bosses is annoying
