Here is a skill tree and gear/gem setup that will give you a positive life regen at lvl 84. You also need to get more jewels with life and resists. Kaom's Way rings will help the most for the degen from the Nebuloch's, they cost about 50c atm.

Your skill tree is messed up, you need to use this lvl 74 tree

Testing different gear and skill tree setups in PoB is the best way to see what changes needs to b done to boost damage. If u link your PoB code I can come with some suggestions. Getting good jewels with life, resists and attack speed is important.

Ok so I have looked over your character and the single biggest upgrade you can do in my opinion is to get a Kaom's Roots with +1 to Endurance charges.
To be able to use Root's u need to cover the resists u loose from you rare boots. I would look into getting a new belt with lots of resist and a open suffix for resist balancing. New jewels with more resists is also required, if you get a 2 socket Tombfist it opens up another jewel slot, and u can also get onother jewel slot from the tree if u need it. I would plan these moves in advance and set up live searches for the items u need.

If you want to keep your current setup but have more damage you can look into this version of the tree, I added the Kaoms boots in there so u can see what u get/loose by wearing them.
