The problem is they can't just role every single league into the core game. Synthesis was not very popular and considered one of the worst leagues in quite a while. So I don't see that happening without some major changes to how it works, which they have done with Bestiary.
A common mistake that people make when trying to design something completely foolproof is to underestimate the ingenuity of complete fools.

plz increase maraketh splinter drop rate... it's annoying as is with having monoliths every map but having them on only a 10% chance to spawn will be devastatingly tedious to farm... the already expensive god tier timeless jewels will raise in price tenfold(or more) due to how hard it is to farm for the jewels.

Make Atzoatl great (again)! I began to skip Alva, because Atzoatl is not profitable in comparison to Delve or even Pokemon-hunter Einhar. It's nice to have a new room in Atzoatl! But with each new room you'll have less chance to get really good rooms (Corruption Chamber Tier 3, Museum of Artefacts, 3 Breaches, and yes, tier 3 Legion room!)

Why not give us players more choice instead of more Rngesus? I always enjoy strategy in games (Delve is very strategic, f.ex., as you can choose which way to go; the same with Zana: which map do I choose from her dailies?) Choosing between two worthless Architects is not fun. Could you maybe make at least some Incursions selectable? Like 1 of 12 incursions, preferably the last one, would be free to choose from Atzoatl map so that you can decide which room you really want to upgrade. That would give us more options to specialise on certain content and less need to pray for good rooms. (Innocence forgives you!)

This could be done creatively by adding a new extra room: Vaal blood room, the blood magic Alva uses to send you back. In that room you would find it and then be able to apply in later incursions. Either make it tradable or at least accessible for 5-6 h of daily gaming "casuals".

Yes, I totally agree there! Sulphite is too rare! I mostly want to run Delve, but Sulphite is just too rare. Buying Sulphite scarabs in Standard would ruin my finances very quickly. I'd rather have Niko than Alva and Einhar who are pure RNG masters. Why not make Sulphite tradable or at least make sulphite Scarabs more accessible? (Sulphite room in Atzoatl? Resell of useless Azurite for Sulphite?) So many people, especially the so-called casuals just don't care about Delve and their sulphite is simply wasted. Also I'm a player who cares about achievements (reach Delve depth 1000) instead of making money. I'd rather have less loot in Delve than less sulphite. I'm sure there are others like me who rather want to play Path of Exile instead of Path of Trade.

All in all, making players choose at what content to specialise would be a better option than stacking up RNG and pile up frustration of not being able to play the content you really want. It would also be more fair for everyone.

Legion was a nice league for farmers who are not bored to play one and the same map again and again and grind for HH. And let them have the fun, I don't object, but for me personally Legion was a boring league.

Waiting room for 3.8 update and master rework! :)
PS:

Since you are adding a new Scarab type, why not normalise the existing ones a bit? I don't get why Harbingers and Perandus mobs cannot appear in maps (the same 10% spawn chance would be ok, in my opinion). It's not like they give extremely awesome loot. Yes, you get some annulment, harbinger, ancient and exalted shards occasionally, but since Delve you can get them anyway. And as to Cadiro, he never gave me anything better than Chaos orbs as a deal, so why does he have to be so rare anyway? So Harbinger and Perandus Scarabs are needlessly rare, although the rewards are not great anyway. I don't get it! :D

And I really like just to fight Harbingers, I don't need exalted shards as drop each time! :)

And who needs Torment Scarabs? Rather something like "Zana Scarabs" or "Alva Scarabs" would be more appreciated.

To be honest, what does it matter, adding the simplest things to try and get some hype for the "UPDATE" just so you can show a player spike for a (Chris's own quote https://www.youtube.com/watch?v=pM_5S55jUzk) quick cash grab off of your microtransactions only a week later watch your numbers fall back down to Chris's happy daily 10k players? Hello, your game freezes and disconnects so often at times it's pointless to try and play. You'll always find random 10k plays who will say anything and play anything, I mean com'on, some folks defend the dumbest of shit. So more to my point, fix the damn game, fix the freezing, lagging, dropping, hard resets, the trading, in-game balances or team up or even better allow your self to be bought by a company that has the resources and the will too. Put an end to your money-grabbing Christmas in July shit! And for GOD shakes man, stop begging for my money with your discounted pop-ups!

The short, at least for Harbinger: GGG was terrified of how Harbingers made filling out the Atlas of Worlds something other than a complete slog.

Of course, in going with their normal strategy of "say one thing and then shoot themselves in the foot," they've ALREADY added Orbs of Horizon the normal drop tables. (and TBH a bit more common than necessary!)

So that means the other flip side is that with Beachhead Maps, Chris Wilson keeps talking about how he wants it to always be a painful hypergrind (that no one at GGG has ever experienced) to hit 100... But then they keep introducing a new broken mechanic to trivialize just that in every single league.
