My point was i keep cwdt and golem high level and tempest shield low level ( for int requirement) i thought level 20 cwdt would still proc low level tempest shield .Also i assumed post t10 map regular mobs would do the threshold damage for cwdt frequently.

It will proc, but not often since you might not take high damage at all due to block. So the deal is to proc it as often as possible

If I can't affod The Surrender, what shall I use?
6L Reckoning on chest and 4L Riposte but 4L Cyclone.

I don't hope to kill mobs from Cyclone. I just want to use it to reduce monsters' block chance by Block Chance Reduction Support. What do you think about this idea?

No surrender = any shield with high dps or Lycosidae

How does the new hunter influenced astral plate compare with Loreweave? It looks like we can get the attack crit and extra curse on it at least.

Regarding this, why not use a 6L reckoning and 4L cyclone instead? It frees you up from the necessity of using the surrender and would do more damage no?

Phase run is wasted gem slot imo. It only provides damage bonus during active phase but we cannot mantain it. Its instantly gone during cyclone.

I have replaced it with vulnerability until i can get it on gloves.

Or do i miss something?
