Well Mathil was just using it, along with Voltaxic Burst, so make of that what you will. It's either used in Cyclone CoC, or with an Astral Projector ring.

That would be nice for Shock Nova, except Ball Lightning really doesn't need any more buffing. Frostbolt was pretty unpopular until that interaction was added, and is now mostly used for it. Better to choose some other Lightning skill.
