No. Overloaded Circuits can pick already-allocated noteables.

How does Overloaded Circuits interact with Wandering Path?
Notable Atlas Passive skills grant nothing with Wandering Path, so with Overloaded Circuits those randomly selected notables also grant nothing.

Are Tattoos permanent?
A Tattoo can be removed with an Orb of Scouring or by replacing it with another Tattoo.

How do the new tattoos interact with timeless jewels?
Timeless jewels that add stats to passives such as Lethal Pride of Brutal Restraint will add those stats to Tattooed passives.
Timeless jewels that change passives to be different passives such as Elegant Hubris or Glorious Vanity take precedence over Tattoos

No. Atlas passive don’t apply to blighted maps.

How do the auras from Guardian's Summon Elemental Relic skill scale with levels?
They use the same scaling as the player versions of the auras, with the level of the minion being used instead of the player level requirement of the gem. This can mean they have values that don't correspond exactly to the values available to players. At the maximum minion level of 85:
Anger grants 182–259 added fire damage to spells and attacks.
Hatred grants 29% of physical damage as cold and 20% more cold damage.
Wrath granted 26–415 added lightning damage to attacks and 23% more spell lightning damage.

When using Maata's Teaching, will modifiers that give additional Critical Strike Chance to minions still apply, adding to the base chance from the weapon?

Updated the Content Update 3.22.0 Patch Notes with the following changes regarding the Chieftain Ascendancy:

Old:

• Ramako, Sun's Light: No longer provides "+25% to Fire Damage over Time Multiplier", "25% chance to Ignite" or "Damage Penetrates 15% Fire Resistance". It now provides "Nearby Enemies' Fire Resistance is 0% against Damage over Time while you are Stationary."

New:

• Ramako, Sun's Light: No longer provides "+25% to Fire Damage over Time Multiplier", "25% chance to Ignite" or "Damage Penetrates 15% Fire Resistance". It now provides "Nearby Enemy Monsters' Fire Resistance against Damage over Time is -20% while you are Stationary."

Added the following note in the Ruthless Specific Changes section:

• Ramako, Sun's Light provides "Nearby Enemy Monsters have no Fire Resistance against Damage over Time while you are Stationary" in Ruthless (-20% in non-Ruthless).

Spellblade Support doesn't require you to cast the supported spell so it'll work with triggered spells like Doom Blast from Impending Doom.

How does the Queen's Demand skill from Atziri's Rule interact with the Sacrifice Support Gem?
The Queen's Demand skill from Atziri's Rule triggers one of two spells, so Sacrifice Support won't work because it requires you to cast the spells. This is similar to the case of spells from Cast on Crit not working with Sacrifice since they would also be triggered and not cast!
