This. I did a Vaal Temple earlier this league with 102% less recovery by mistake and the only way I could heal was via instant recovery at low life. I had to degen myself when I was around 55% life to make it work.

I just opened a map, 98% less recovery, above 50% life so no instant from my flask, same effect. Unhealed globe fills but the amount of HP I actually healed was very little at 2% of 2714 healing until the unfilled healing eventually disappeared and I was at like 56% health.

thank you both. im going to assume this isnt a bug at all but me not noticing till something hits insanely hard and theres ALSO nothing to leech from. any time i see my hp dip i press the potion. so of course i think its working. in the game 100% USUALLY is like 5-10% of a thing. apparently in this case its ACTUALLY 100% and non functional. im guessing it also doesnt seem to function on bosses cause again nothing to leech on a lot of them. i had to roll half my alcs all of my scours and most of my maps to get these mods to check this. can someone clarify for me. so if it says over "100% less recovery" my leech AND potions are useless. only things that say "instant" function for healing?

Life flask instant only, yes.
I cannot confirm instant leech, have not tested it myself (both my chars in league don't leech). I want to say it won't work for the opposite reason.. it's 10% of 0 leech, which is still 0. If you're healing via attacking in that map, then it should be working assuming no other sources of healing.

Any other sources of life on hit or kill should still work as they are not over time healing. Life on block should work as well.

life flasks and less recovery work really weird. was doing a t16 deli map with 103% less recovery and my potion was actually damaging me instead of healing. was moving and affected by vuln at the time. no other debuffs
