So as you can see on the last 2 screenshots with the boots which have pretty much the exact same mod what the weapon enchant has. And those 4% gives me huge dps boost on the tooltip as you can see 508k vs 536k.. Now imagine if my 43% would work like this then it will be more then 10 times the damage. I really need to find the issue with this.. Is there anything else i can try ?

If you want to test in this manner, test with an item that has exactly the same modifier: Doomfletch.

(note that this is a legacy version--the modern version has "of each element")
Cool, I didn't actually know this was a previous mod. Since it's not new I also think there's less chance that its bugged. I'll see if I have a legacy version. Very confusing these too tips, if you're not using POB it's just guess work what is and isn't applying.

Testing:

I've got the bow with the same mod wording as the enchant, equipping it shows just the physical damage and no added elemental.

Further to this, I equipped a melee Phys weapon with elemental hit and it shows all three elemental value on the tool tip, they just don't add to the dps calculation. If you then add flat elemental damage. It gets added to dps calculation, and also gets mixed in with the ele damage on the tool tip, of which some is applying all the time, some is appling randomly.

This is why people use POB, because the tool tips are a nonsense, and if you try and base your build off what is and isn't applying on the tool tip it will not be optimal. GGG will be looking to improve these systems for POE2 I think. For current incoming players they need to be aware that the in game tool tip is a rough guide and you need to do your own math or use one of the out of game applications that have been created if you want accurate numbers.
