maxing block without Rumis is part of your end-game progression(meaning the build is perfectly viable for most content without doing so) and important for several reasons.

1. As you noted, relying on conditional defenses is not always effective (lack of flask charges)

2. Dropping Rumi's allows you to add a 4th mageblood flask + bottled faith.

As far as how you achieve max block, jewels are not the only way.

1. Tattoos. You can replace str nodes with +1% block. You can give up a gear suffix for a strength roll to support this.

2. Corrupt implicits. You can get +% block implicits on amulet or shield. This can be very expensive, but is the eventual min/max solution.
