I was having the same problem...
Had a GGG account from way back when. Merged it to a Steam account in 2020. Uninstalled PoE proper install and only played from Steam install. Fast forward to PoE 2, can't connect XBL or PSN due to locked account, but no issues signing in to PoE or PoE2 from Steam. To fix this I installed the PoE PC installer from GGG directly, logged in with my email address, and boom - locked account message with a new email to unlock. After this, all was well and I was able to link XBL and PSN as expected. Went ahead and deleted the non-Steam PoE install to go back to using Steam for my PC... Hope this helps |

5 years and no solution over here. Has anyone ever had their account situation solved? They always end up just stop replying.

TLDR try solving account issues by using the PoE launcher itself and not getting to it through Steam or whatever
