GGG does not own Steam, Valve does. So GGG does not get to call the shots when it comes to pre-download policies on Steam. They're at their mercy here.

i recently downloaded stalker 2 wich was 136gb download, it took me 38h via steam, because my internet is slow, i know poe2 is not as big but still will be atleast 80gb download wich means it takes me roughly 18-22h , would be nice to hear something about steam
