I had this same issue, no idea if or why this worked, but I created a new character got to the first town decided I didn't want to start a new character and tried switching over to my main that was stuck, popped up right at the last check point

TLDR: Make new character login to it, swap to old stuck character

Same thing happened to me. I tried making a new character like someone suggested and it still didn't fix so I basically lost my main.

Same for me, Sadge! Tried everything suggested to help: changed from dx to Vulkan, caped the fps, waited for half an hour, verified the game files for steam client, made a new Char...
Nothing helps! :(

UPDATE: wait 20 min - log in works after instance reset
