Low fps (<50 fps) on 4090 (GPU: 16% CPU: 10%)

Today I'm having FPS issues in PoE 2. I'm getting 50 FPS on a 4090 with GPU utilization at 16% and CPU at 10%. Both in-game and at login screen. There's no difference. I've disabled FPS caps.

Yesterday when we were all waiting at the login screen I had 150 fps. Something happened :/

Got a friend with the same issue. 7800x3d + 3080, latest nvidia drivers, up to date bios etc. Regardless of settingc FPS is capped at 48, changed every setting imaginable.

GPU utlisation is quite high at 90%+ but CPU seems bugged at 5-10%.

All other games seem fine (getting 200+ in deadlock, 100+ in stalker 2 etc.)

I am also having this issue.
The game overall is playable but 40-50 frames on a 4080Super doesn't seem right, especially when my brother is using a rig with a 3070 in it and is getting 110fps.

For anyone reading, switching to DX11 (deprecated) seems to fix the issue for now but would prefer running DX12 for the supposed higher stability eventually.

I didn't even test that option because it said depreciated and expected to crash, and I was only testing settings during launch yesterday and was afraid of being sent back to Q

Edit: It worked in the main menu. Once I loaded into town I would experience frame drops down to as low as 15 fps

Got the same problem on a RX 6800 XT
first minute of a map shader is at 100% 40fps
when it finishes whatever is doing, goes to 90fps
i'm running the game all settings low FSR ultra performance
PoE1 I had 200+ fps without those gimmicks (FSR, etc)

I'm getting 20fps, lowest settings. Here's my GPU performance:

Exactly the same problem - 7800x3d/4070Ti - 50fps no matter what

35fps average
On any settings
In other people's tests with my videocard it's have 80+ fps
Win 10, last NVIDIA Driver

I am having the same exact problem with my 4090 as well. Intel Ultra 9 185H as well. I get well over 125-150 frames on elden ring with no issue. So it has to do with something inside the game.

Someone did mention to me to click the windows bar, type graphics settings, scroll down to PoE2, click settings, make sure its on the high performance and not the let windows decide option. It didn't work for me but heaps of people said it did for them.
