Dark Effigy 20% quality not applying any wither

I put my only quality on this skill. Unfortunately it doesn't work for me either. Also concentrated skill effect support gem debuffs the size of dark effigy's impact radius but it doesn't provide a buff to damage.

Having this issue also.
Pretty annoying, I've only got 3 gemcutters, spent them on a broken gem. Using the wither support in the meantime. |

Same issue everyone else is reporting. Which is annoying because I need DE for damage at this point and this chaos build is borderline worthless at this point.
